Lock policy: Once a component is marked Locked, its code and the results derived from it are not retroactively modified. Any structural change to a locked component requires a new versioned entry (e.g., v2.0) and a new decision log entry. The canonical BCI engine (engine_core.py) is locked at v1.0 and will not be modified. All validation results published to date derive from v1.0.
